Purpose:

Rancho Bernardo Neighborhood Watch, in partnership with the San Diego Police Department, has the finest and largest Neighborhood Watch program in San Diego. Hundreds of block captains, area coordinators, and district coordinators make this important program work. Crime is down throughout San Diego. We know we're helping!

The Rancho Bernardo NHW Board of Advisors meets 6 times a year and consists of District Coordinators from each of the seven RB communities, Communications Committee, Crime Committee, Emergency Preparedness Committee, Storefront staff, and other volunteer positions.

Neighborhood Watch involves neighbors getting to know each other, sharing important safety information and resources, and learning to recognize suspicious persons and activities to report to the police.

Citizen involvement is essential to combat crime; there can not be a law enforcement officer on every corner. Neighbors should learn crime prevention strategies such as home security, personal safety, and operation identification. They need to learn about the many community, city, and state resources available to them. There are Neighborhood Watch Seminars open to all residents with excellent professionals speaking on safety, awareness, scams and frauds, crisis intervention, problem solving, preparedness, and the many services the police and other agencies offer San Diego's citizens.

Neighborhood Watch in Rancho Bernardo is funded entirely by donations from the community.

RANCHO BERNARDO NEIGHBORHOOD WATCH AND EMERGENCY PREPAREDNESS
2008-09 GOALS AND OBJECTIVES:


There will be 4 primary GOALS for 2008 and 2009: a) recruit a new wave of Area and Block Captains in each of the 7 Districts; b) rejuvenate crime awareness and prevention at the Area level; c) develop community plans in preparation for natural disasters; and d) improve general operations for communications up and down the organization. Specific objectives are:

RECRUITMENT
1. Identify three new District Coordinators (B, C, and F) and 20% new Area/Block captains for all districts.
2. Conduct one general training seminar per year and at least 2 selected District trainings as required. Use phone trees to solicit >2 people/Area.
3. Support Training Coordinator in monitoring District progress and building Block Captain folders

CRIME AWARENESS
1. Identify a Crime Analyst in EACH District to analyze and act on trends from monthly RB Crime Statistics report
2. Conduct at least 2 intra-District meetings/year with Area and Block captains to establish action items and progress in problem areas.
3. Replace 20% of all worn out or missing NHW street signs in each district
4. Promote at least 4 ‘August Night Out’ parties or other block meetings within each District.

EMERGENCY PREPAREDNESS
1. Identify an Leader in EACH District to support EP Committee and team assignments to cope with natural disasters.
2. Focus on activating Community EP teams through training, exercises, and increasing CERT certified participants
3. Identify contacts and procedures for coordinating RB EP with the communities emergency response team (CERT) program.

GENERAL OPERATIONS
1. Provide input for new RB NHW website, District Newsletters, and newspaper publicity through a ‘Communications Committee’
2. Provide for both Community and District NHW Recognition Awards
3. Brainstorm with leaders to refine roles for NHW/EPP
4. Maintain effective Storefront operations to support organization and develop training and presentation capabilities
